Same for me. It seems to be very obviously that there is a major problem in the GAE runtime starting around 8 days ago. My instance scheduling went wild (see attached picture). I updated to version 1.6.3. on March 9 -> I think the issue is not related to the SDK Version number.
How long does it take to get an answer (or better fix) from Google?
