So I built my app a couple months ago and still waiting to deploy it. The whole time its been billing me a minimum monthly fee, despite using virtually no resources, and I didn't even know it.
It is not clear at all that if set up billing you will be charged a minimum monthly fee no matter what usage. The way it should work is that you only get charged if you go over the limit.
