I have tried now and it seems that i can deploy to app 
engine, http://neptune-app-id.appspot.com/
So this might mean that the server is not running on my machine and there 
for i get this time out.

SO HOW DO I START AND STOP THIS SERVER FROM GOOGLE PLUGIN??
