I'm trying to remove a previous employee's access to a GAE app, but it says I can't because "The only SMS verified owner cannot be removed." However, I have gone through the 2-step authentication process and verified my account using a voice call (which appears to be interchangeable with SMS: http://support.google.com/accounts/bin/answer.py?hl=en&answer=114129).
I'm an owner of the app and so is the other person. He is not the billing administrator.
