I FEEL your PAIN!! I just upped my daily limit to $10 per day because I 
have a 3000 response survey starting with 20 Android devices using the ODK 
(Open Data Kit) Aggregate installed on AppEngine and I get this message:

Then I get another email (see below!) which I haven't a clue what the heck 
is going on. 
Lein, I'm here in Africa (via Silicon Valley North) doing a research IT 
project and my app goes LIVE TODAY with the 20 Android devices. It would be 
nice if Google actually had live customer support like HostGator whom I 
wish would get a cloud thingy going. I am truly frustrated and don't even 
know if my 2 week survey will be a success if this billing fiasco is not 
looked after.
