Someone might of reserved the ID, just not deployed an application. Also the namespace is shared with Gmail. So if someone has that id @gmail.com then you cant use it.
You could try emailing that address, and asking if they would be willing to give/sell you the identifier. They can create a application with the ID. Afterwards they can add you as a developer, and then remove themselves - effectivly transferring the app to you.
