You can try http://www.parseco.com and their 
http://www.parseco.com/apis/java-library/. Their java client can be used on 
GAE. Twillio or Tropo java api can't be used because of some GAE 
non-whitelisted classes.

When you get parseco account with three lines of java code you can send sms.
