Add the --enable_sendmail flag. If you use the console, just add that as a command line argument. If you use the launcher, there is a setting for command line arguments to run when starting the dev server. Paste it in there.
That said, you need to make sure sendmail is installed, which at least for me on OSX is installed by default.
