Do you happen to see 10 loglines with long-living requests (per backend) when 
you manually shutdown/restarted the backends in the console?

We some of months ago had the issue where all our resident backends were 
reported to be up, but didn't receive anymore requests. After manual 
intervention some weird super long-living requests were logged, which seem to 
have blocked the scheduler from routing anymore requests to the backends (these 
requests certainly were dropped for a long time already by the remote side). 
Premier support recorded this but had no ETA on when this could be fixed.
