Out of interest how you verify the reliability of the 'control' app? It could be running in a completely different 'area' of appengine. It could be running in a different datacenter - so is completely isolated from the any issues the main app is or isnt seeing.
Its the problem with the current dashboard. Its only showing one little corner.
