I'm tempted to use basic scheduling in some apps for default modules where i do not expect any spikes. It looks like the only way to tell scheduler that i do not want instance number to go beyond X as pending latency setting does not work for me and i guess for others as well. The problem is basic and manual consume backend hours. Absence of reserved hours for backends make this switch a bit moot.
