Generally this error tends to work itself out given enough time, but you
can try reuploading your app; sometimes that helps App Engine to "reset"
itself out of these errors.

Also, try changing your frontend instance class to a more powerful
instance, then immediately lowering it back to the original. See
https://developers.google.com/appengine/docs/adminconsole/performancesettings#Setting_the_Frontend_Instance_Classfor
directions. Sometimes instances become "bad" and resetting them with
new instances fixes the problem.
