I have absolutely had these experiences in the past. When I raised the issue through support, they were able to quantify roughly a 99% success rate, but it was very challenging for them to diagnose the root cause. At some point it mostly fixed itself up. My feeling is that the issue was probably related to routing from the data centre to the destination, a quirk or network config somewhere.
It was very frustrating, probably on both ends.
