Yes they can. Log into your Google Apps super-administrator account. Click the link marked "Enable more services". You'll see a list of Google services to enable, scroll down to where it says "Google App Engine Admin Console". Click the On button (the On button will be white text on a green background). >From there the employees can visit appspot.com to configure their personal App Engine applications. Note that it might be easier to create all the App Engine applications on a single admin account, then invite individuals to have access to specific applications (NOT the account, but the applications themselves).
