Something may be wrong with your installation of PIL; wrong version,
corruption, etc. Try reinstalling PIL from the download site here:
http://www.pythonware.com/products/pil/

With that said, missing PIL is no big deal unless you're using the Images
API. You should be able to run WP without it.

Can you try visiting the path */**wp-admin/install.php* on the dev server?
