So I have two things to say:

(1) Jeff's post was correct: even if your idea was truly novel, it wouldn't
be too difficult for a larger company to steal it even if you launch your
idea into an actual product. Take this TC article as an example:
http://techcrunch.com/2012/12/21/facebook-poke-app/ . In short, Facebook
built a competitor to SnapChat (a startup messaging company) in just under
2 weeks.
(2) I don't believe Google accepts new product ideas but if you still
insist on trying, you could try sending a postal letter to Google HQ,
addressed to their public relations department.
