You'll need to file a ticket through Google Cloud using this form: https://support.google.com/code/contact/cloud_platform_billing . Or you can cancel the billing yourself by opening up your project in the Google Cloud Console and deleting the Cloud SQL instance. A word of warning though: Wordpress requires a SQL backend to maintain site data (the contents, users, everything).
