You can definitely install it manually if you want by going to the Google App Engine SDK page <https://developers.google.com/appengine/downloads>. However, with that in mind, if I recall correctly, doesn't the SDK automatically get installed while installing the plugin?
I'd have to download Eclipse to confirm.
