You haven't given enough information for people to answer your question. What framework are you using? What are you trying to achieve.
The short answer to question #1 is 'http'. The problem you're seeing is a binding issue in your framework. Given its a date centric problem, the most likely solution is to use a standard ISO date format. Start with 'yyyy-MM-ddThh:mm:ss.SSSZ' and see if that works.
