Go to the App Engine admin console at appspot.com, open up your application console, then open the Application Settings page (the link is on the left hand navigation bar). Scroll down until you see a section called "Cloud Integration", similar to this: http://imgur.com/qpEs2ju If you see a Create button, click it and wait 10-15 minutes.
