The option to create an account should appear regardless of the service you
request. Here's a screenshot album: http://imgur.com/a/TX6vN . I requested
service = ah, lso and mail and they all presented the "Create an account"
option.

If you don't see that option in the Google login screen, you may be using
an IP that is currently rate limited by Google or otherwise sending a large
amount of traffic to Google servers. In any event, you cannot modify the
consent screen - if Google decides not to present that option, you cannot
add it back. If you want users to have the option of creating a Google
account you need to ask them before you redirect to the Google login
screen. However I wouldn't worry too much about the issue: most people
already have a Google account or know where to get one.
