If you don't see that option in the Google login screen, you may be using an IP that is currently rate limited by Google or otherwise sending a large amount of traffic to Google servers. In any event, you cannot modify the consent screen - if Google decides not to present that option, you cannot add it back. If you want users to have the option of creating a Google account you need to ask them before you redirect to the Google login screen.
