@Reinhard: your application is set to a $0.00 Maximum daily budget, which is equivalent to free tier. Updating your daily budget to a non-zero value will allow you to use the non-free quota. You can do so in the Developer Console, under Compute > App Engine > Settings: https://console.developers.google.com/project/ <YOUR-PROJECT-ID>/appengine/settings
