I'm not sure exactly the cause of the screenshot you provided, and it seems odd that there would be no default version seemingly indicated, but I think it would be best to switch from the old appengine console to the Cloud Developers Console <https://console.developers.google.com/>, at any rate. See if the same UI issue persists there. You can find the version settings in the side-bar under "Compute > App Engine > Versions".
