Do you mean you want to crop and/or resize images and then save them to a 
Google Cloud Storage bucket? If so, the regular PHP runtime (version 5.2.1 
or above) will work fine to crop and resize images. In this case, you would 
create a regular PHP project on your GCE instance as normal, and you could 
use the Google APIs Client Library for PHP 
<https://developers.google.com/api-client-library/php/start/get_started> (as 
mentioned by Mars Lan) to connect to Google Cloud Storage to upload and 
download the image files you are using, as shown in this documentation 
<https://cloud.google.com/storage/docs/json_api/v1/json-api-php-samples>.
