Hi Antoine,

Your CloudSQL instances will be located at the location you selected when 
creating the instance and if you did not specify the location, it is stored 
in the United States region. You find out more in the cloudSQL FAQ 
<https://cloud.google.com/sql/faq#data_location>. In addition, if you set 
the Preferred Location for your instance (either at creation or by editing 
<https://cloud.google.com/sql/docs/edit-instance> it later), your instance 
will follow your application to be as close as possible to reduce latency.

Unfortunately there's no current way to workaround a outage of the service.
