You should contact support by opening a case to request a higher quota on 
App Engine, along with explaining your use-case. If you don't have a 
support package, the docs advise 
<https://cloud.google.com/appengine/docs/quotas#When_a_Resource_is_Depleted> 
you to open a Feature Request issue in the public issue tracker 
<https://code.google.com/p/googleappengine/>, although we're working on a 
better method for this at the moment. The same advice to provide detailed 
use-case justification applies.
