Hi Jean! So, if your app is currently disabled or pending deletion, it's normal that deploying doesn't work, since there is no app to deploy to.
To restore your project, you should go to your developer console <http://console.developers.google.com>. From there, you will see a list of all your projects. Under the list there should be a link called "project pending deletion" which is where your deleted project should be, and from there you can select it and restore it.
