I can tell you that "budget" refers to the App Engine daily budget, found under "Compute > App Engine > Settings" in the Developers Console <http://console.developers.google.com>. Perhaps you can expand more on what exactly you'd like to know? I'm not sure what you mean, for example, by "how to charge for" in this context.
