Hey Coley, It's not generally possible to send messages *directly *to other phones without somehow communicating with a server which can handle the message-passing. The closest thing to what you're describing sounds like Bluetooth, or if somehow a static IP or domain name could be given to a phone on the network of the phone's data-link. The short answer is that no, you'll need (and want) to send messages to a back-end server which will be a central hub for communication. You could also look into Firebase <https://www.firebase.com/>, or other similar technologies.
