I am uploading with Eclipse (Java) and am logged in as a project owner. I did try uploading with a different owner account on the project and got exactly the same error. The strange thing is, it works just fine when uploading as sandboxed app.
Can you check our project (parasql-app) to see if anything looks obviously wrong?
