I can access the billing account as you describe, but I don't see a way to adjust the daily spend limit for a specific app. So if the app goes over quota, I don't currently see any way of fixing this from the new console. Anyway, as long as this functionality is accessible from the old dashboard (appengine.google.com) I'm OK.
