Just want to add, that I've also tried installing the Google Cloud SDK and
running:
gcloud sql instances patch my-instance --authorized-gae-apps my-app
And the result is:
The following message will be used for the patch API method.

ERROR: (gcloud.sql.instances.patch) Service temporarily unavailable.
