Hello Zia, I agree with what Christian suggested, exporting <https://support.google.com/cloud/answer/6293835> the detailed billing data and filtering it to fit your reporting needs may be way less work than creating and maintaining multiple billing accounts.
As far as it goes for newly created billing accounts getting suspended upon creation, I suggest you contact Billing Support team by filling out this form <https://support.google.com/cloud/contact/cloud_platform_billing> to see if they can provide any further information about how you can possibly avoid it.
