Rocky, This is a great question and one we've gotten a few times now. There is currently no way to get precise hourly billing data for App Engine resources. The website is showing you an extremely rough estimate, which you've probably noticed isn't always accurate when the daily numbers finally roll in. That said, getting accurate hourly reporting is definitely on the roadmap and the dev team is working on it.
