This isn't at all on-topic for the Google App Engine forum, but I'll throw 
a couple things out:

1) It sounds like a problem related to DNS on your single machine. You can 
test by typing 'ping google.com' in a command prompt and checking what IP 
address it tries to talk to, or if it resolves one at all.

2) Since you know the issue is with your machine or network and not with 
Google.com, it would make more sense to consult with your network admin, 
ISP,  or ask a question on a troubleshooting site like ServerFault 
<http://serverfault.com/>.
