Hey Jacquelin,

In the Cloud Console, could you attempt to use the "Enable API" button in 
the "APIs Manager" section 
<https://console.cloud.google.com/apis/dashboard?project=_> of the console, 
and see if you have not enabled the Cloud Builder API? If this is necessary 
in order to complete the tutorial, we could have the documentation updated.
