Even though your billing is enabled for your project, you may still need to increase your daily Spending Limit <https://cloud.google.com/appengine/docs/quotas#Billable_Resource_Quotas> to allow your project to use more than the free quotas. You should also ensure that your billing account is in good standing by seeing if there are any warnings in your console <https://console.cloud.google.com/billing/>. In addition, there is a limit of 10GB of storage per index for the Search API. You would need to request for a quota increase <https://cloud.google.com/appengine/docs/quotas#search> if you are hitting this limit.
