You may be able to re-enable SendGrid manually through your Cloud Platform Console here <https://console.cloud.google.com/launcher/details/sendgrid-app/sendgrid-email?q=sendgri&project=> by associating it to the new billing account (more information can be found here <https://cloud.google.com/compute/docs/tutorials/sending-mail/using-sendgrid>).
