The App Engine Flexible Environment is currently not available in Europe <https://cloud.google.com/appengine/docs/the-appengine-environments>. However, Compute Engine is available in Europe, so you may use either bare Compute Engine instances or deploy your app Dockerized using Container Engine. You can take a look at the Bookshelf tutorials for Compute Engine <https://cloud.google.com/nodejs/tutorials/bookshelf-on-compute-engine> and Container Engine <https://cloud.google.com/nodejs/tutorials/bookshelf-on-container-engine> for an idea of how it's done.
I don't have any info about when App Engine Flexible will be available in Europe, other than it's in the works.
