Even though Billing is enabled, you can still have a low 'Spending Limit <https://cloud.google.com/appengine/docs/quotas#Billable_Resource_Quotas>' set that prevents your quota from using up a set budget. I recommend you set your spending limit <https://cloud.google.com/appengine/docs/python/console/#setting_a_spending_limit> to be high enough in order to allow potential spikes in quota usage.
