The platform did experience a brief issue with load balances and App Engine flexible deployments. This is mentioned in the Status Dashboard <https://status.cloud.google.com/> in a note at the bottom. As mentioned in the note:
The issue with errors when trying to change existing or creating new load > balancers and App Engine Flex deployments has been resolved for all > affected users as of 5:25 US/Pacific. We will conduct an internal > investigation of this issue and make appropriate improvements to our > systems to help prevent or minimize future recurrence. As mentioned, this should now be resolved. If you are still experiencing this issue or others that appear to be platform-related, please file a new issue on the Issue Tracker <https://issuetracker.google.com/issues/new> under the appropriate component <https://cloud.google.com/support/docs/issue-trackers>. Be sure to include debug logs (like you've provided above), app.yaml/appengine-web.xml configurations as well as any other information that may help diagnose and resolve the issue.
