It looks as though you have created a Compute Engine <https://cloud.google.com/compute/> VM and not an App Engine <https://cloud.google.com/appengine/> application and are attempting to connect to the GCE (Compute Engine) instance via VPN <https://cloud.google.com/compute/docs/vpn/creating-vpns#top_of_page> tunnel. This on the other hand is an App Engine specific Google Group <https://cloud.google.com/support/docs/groups> for general App Engine product discussions.
If you require Compute Engine specific technical support, it is recommended to post your question on Stack Exchange <https://cloud.google.com/support/docs/stackexchange> using the 'google-compute-engine' tag.
