Hey Николай, I translated your message to english and I think you were asking whether you would still be charged for your Compute Engine machines whether they are "working" or not. If they aren't running, you won't be charged, but if they are running, even if your web app isn't serving, or they aren't doing whatever you want them to do - you will still be charged.
