Não cheguei a testar com mysqli, mas como a string de conexão é muito parecida.. acho que funciona também....
Pelo que entendi o macete está em: $server = ":/cloudsql/INSTANCE_CONNECTIO N_NAME"; porque a conexão não fica disponível através de um endereço IP.
