Couple of things to verify:
1. Are you behind a proxy/firewall? What happens when you try from an open network? 2. What is the version of Cloud SDK you are using? Could you verify and try with the latest version <https://cloud.google.com/sdk/>. 3. Is this the first time you are deploying? Were there any changes made to the environment after which you started seeing this error?
