One of the concepts of using multiple services is code isolation <https://cloud.google.com/appengine/docs/standard/python/microservices-on-app-engine#comparison_of_service_isolation_and_project_isolation>. The deployed code is completely independent between services and versions. I recommend reading the article about Organizing Configuration Files <https://cloud.google.com/appengine/docs/flexible/python/configuration-files> which discusses the directory structure <https://cloud.google.com/appengine/docs/flexible/python/configuration-files>of multi-services.
