As per the documentation <https://cloud.google.com/appengine/docs/locations> there is currently no way to migrate an existing App Engine application to another region. Our engineering team is aware of this feature request and are investigating it. You can follow the progress in the Public Issue Tracker <https://issuetracker.google.com/36878762>.
