If you use the *gcloud app ssl-certificates create
<https://cloud.google.com/sdk/gcloud/reference/app/ssl-certificates/create>
*command
to upload the new SSL cert instead of the Cloud Console you will run into a
more detailed error message:

"You must be a verified owner of the certificate's domain(s) to create,
modify, or delete this resource. If you own the certificate domain(s), you
can obtain authorization by verifying ownership via the Webmaster Central
portal: https://www.google.com/webmasters/verification/verification. "

- Our engineering team is aware of this Console error and are working to
add more information to it. Note that Google Groups is for general product
discussions and not for reporting Google-end issues. It is recommended to
report further Google-end issues directly to the Google Public Issue Tracker
<https://cloud.google.com/support/docs/issue-trackers>.
