The "Using the Remote API in a local client" sub-chapter of the "Accessing App Engine with Remote API" document <https://cloud.google.com/appengine/docs/standard/python/tools/remoteapi> indicates 7 steps to follow. Have you looked at these, if anything applicable is missing?
