As per the guide on Connecting to Cloud SQL from External Applications 
<https://cloud.google.com/sql/docs/mysql/connect-external-app> you can 
whitelist IPs (or use the other provided methods) to allow connections from 
outside of the Google Cloud network. Once access is configured, you should 
be able to connect to the instance just like you would with any other SQL 
instance.
